There are a few steps to this achievement.
First, you will need to get the S75 sniper rifle. This can be done in two ways, either find it in Stage 2-1 (after you go through the locked gate in the docks, continue towards the end of the area and you will be attacked by a lot of Majini. At the end, just before you turn left to go to the exit, a bunch of Majini will run out of a building. Kill the Majini and look inside this building. You will find the S75 in a large silver case in here.), or you can just buy it for 2,000 after you complete the level.
You then need to fully upgrade the S75 which will cost another 90,000. Note, you do not need to purchase the infinite ammo.
Then you can buy the Longbow for 50,000. However, only Sheva can use the Longbow so you can either complete the campaign once (which will then give you the option to play as her), or join another players game as her.
Then you need to defeat 30 enemies with the Longbow. I'd advise doing it on Amateur as the enemies will do less damage to you if they get close. However, the bow is a one-hit-kill to all basic Majini (everything except Uroburos or bosses) on all difficulties, so you can try it on a harder difficulty if you wish.
The easiest way I found to get this was to take away all of Chris's weapons if playing solo, or ask your partner not to attack if playing co-op. Load up 1-1 and go through the level until you get to the are with the first group of Majini. Run towards the building you are supposed to go into, but don't go inside. This way you will have a lot of Majini (more than enough to get the achievement) and they will all be walking towards you through a narrow lane, so you don't need to worry too much about accuracy.
